I can see such a huge game needing a lot of bug killing time, so I can see this running into 2014 with a fair bit of ease. Bigger team or not, you can only do but so much. Almost everything is brand new, where as S2 had a few things they could simply buff up for S2. On top of that it appears they are adding new Co-op features, entirely new campaign features. This is like working on Empire on steroids, there are way more units apparently, way more unique ones too. Second S2 had been worked on for considerably longer before it was announced than Rome 2 thus far. First of all Rome 2 is almost a complete rewrite of the engine. There are a number of things that makes this different. I know the scope of both games will be WAY different but still with support from SEGA, a bigger budget and team could speed of development. The best you could hope for is that CA decides to go back to Rome 2 again and release more content and update the game further. The base game can be played in under three hours, with planned expansions that will allow players to dive. Although Rome 2 was released 6 years ago, it received a lot of new content and updates just last year. I very much doubt well see a Rome 3 within the next 10 years, if ever. Yikes! I know the game is in pre-pre (or is it?) alpha but never thought they would need that much of a work force to finish it. I thought that with a bigger budget, bigger team and support from SEGA the release would be WAY earlier than late October or 2013.
